Paul McLain-Lugowski is the Chief Innovation Officer for Fresno Economic Opportunities Commission (Fresno EOC), one of the nation’s largest community action agencies. During the 32 years he has been employed with the Commission, he founded and directed The Sanctuary, a regional shelter for homeless minors, and the Fresno Local Conservation Corps, an enterprise-driven applied development program within which YouthBuild Fresno has operated since 1995.
He is past President of the California YouthBuild Coalition, the California Association of Local Conservation Corps, the State Conservation Corps Institute, and past board member of The (national) Corps Network. He is a former member of the Philosophy faculty, California State University, Fresno. In his current position he has responsibilities for research, analysis, planning, advocacy, program resource development, and stimulating innovation within and outside the Agency.
He holds a Masters degree in Theology and Bachelors in Philosophy. He and his wife Gail are partners in Investment Associates, a multistate residential property business.
