Roy O. Priest

Roy Priest is the former President and CEO of the National Congress for Community Economic Development (NCCED), the nation’s trade association representing more than 4,300 community development corporations (CDCs) nationwide. During his seventeen-year tenure with the U.S. Department of Housing and Urban Development (HUD) Roy helped create and direct groundbreaking initiatives that aided in the empowerment of community development corporations. As the Director of Economic Development, he administered and managed HUD programs including the Urban Development Action Grant (UDAG), Empowerment Zones, Enterprise Communities, Champion Communities, and Community Development Block Grants (CDBG). He also directed the Buffalo, New York, Community Planning and Development Office and the national UDAG program while at HUD.

A creative architect and administrator of community development programs, Roy Priest is well known and respected in Washington and across the country. His distinguished 32-year career in government, at both the local municipal and federal level, reflects his steadfast commitment to serving the social and economic needs of our nation’s families and communities.

Throughout his career, Roy Priest has been a committed ally and leader of the community development movement. He is imaginative, articulate and confident about what can be done to improve the quality of life for all of America’s communities. An intelligent and dedicated manager, he is knowledgeable in the programs and principles of community development at all levels. His honesty, forthrightness and solid hands-on management experience have made him both a good team player and consensus builder.

A native Washingtonian, he attended Central State University in Wilberforce, Ohio, where he received a Bachelor of Science degree. He is also the recipient of a Master of Public Administration from American University and a Master's of City & Regional Planning from the Catholic University of America.
