YouthBuild Series #1: Understanding and Using YouthBuild Performance Measures


Presenters: Anne Stom, DOL, Division of Youth Services

An in depth review of YouthBuild’s performance measures will be provided. Performance measures help grantees manage their programs and help ETA in monitoring performance and identifying areas that need additional technical assistance. Through this presentation and an interactive quiz, attendees will understand the way performance measures are calculated in the YouthBuild web-based management information system and how this translates into results. This session will also allow grantees the opportunity to clarify their understanding of how and when the measures take effect.

YouthBuild Series #2: Elements of a Good Construction Training Site

Presenters: Steve Cousins, Program Manager, Home Builders Institute

John Hattery, Workforce Training and Employment, Home Builders Institute

Home Builders Institute (HBI) the workforce development arm of the National Association of Home Builders is dedicated to the advancement and enrichment of education and training programs serving the needs of the building industry. This HBI webinar session is targeted to construction mangers at YouthBuild (YB) programs. However, this is also a good overview for Federal Project Officers and other staff reviewing a YouthBuild site. There are four main topics. First is how to hire a good construction trainer. This will cover issues of past experiences, certifications held, and other qualifications. Second is how to maintain good partnerships with outside organizations like Community Development Corporations, Housing Authorizations, etc. This will cover issues of staff culture and how it impacts construction-related relationships. Next is a section on instructional tools: OSHA certification for trainers and students, curricula to use, National Center for Construction Education and Research and HBI’s Pre-Apprenticeship Certificate Training as industry-accepted certification. Finally, it will cover the topic of quality and the importance of building not just homes, but good homes.

Series #3: Skill Transferability: Helping Youth Adapt and Market Their Skills for Different Industries in a Changing Economy

In today's economy, young people graduating from YouthBuild programs will be competing against experienced workers for jobs that seem to get scarcer by the day. The construction industry has slowed and uncertainty abounds in related sectors. Yet there is no better time for program staff and young people to think strategically about "positioning" in a bad economy – after all, investing in a down market puts you ahead of the game once it rebounds. In this webinar, participants will:

  • Take a look at regional economic data trends and learn how to discuss this data with employers, educational partners, and young people themselves;
  • Discuss career competencies, transferable skills, and how to think about both when counseling young people and developing program strategies;
  • Share strategies for alternatives to job development: job shadowing, internships, and educational pursuits as tools to weather the storm
  • Explore two free on-line tools for mining information about jobs, careers, and educational opportunities where you live.

YouthBuild Series #4: “What Does Your Data Say About You?”

Do you know what your data says about you? How about the Federal YouthBuild Program? This webinar will examine data management at the local and national level. Attendees will learn: (1) the timeline of data entry from orientation to follow-up; (2) how to ensure that the Quarterly Performance Report accurately reflects program performance; and (3) what happens to the data after the Quarterly Performance Reports are certified.

YouthBuild Series #7: How to Create and Sustain an Effective Youth Policy Committee


Presenters: John Bell, VP for Leadership Development at YouthBuild USA, and author of the YouthBuild Policy Committee Handbook.

A Policy Committee is a key training ground for young leaders and an important decision-making center in the program. However, creating and sustaining an effective policy committee is challenging. This interactive workshop builds on the experience of successful program policy committees.

  • Description of a program policy committee: membership qualifications, scope of powers, structure
  • Getting staff understanding and buy-in
  • Benefits of a solid policy committee
  • Using elections to teach leadership concepts
  • Five ingredients for success: serious tasks; serious training, structural respect; effective group process, accountability;

  • Typical mistakes and how to avoid them

YouthBuild Series #12: YouthBuild Registered Apprenticeship Pilot Project

DOL’s Division of Youth Services (DYS) and the Office of Apprenticeship (OA) have partnered to a launch the YouthBuild (YB) Registered Apprenticeship Pilot Project. The six participating YB grantees and participating OA Regional staff have worked for the past year on peer-to-peer sharing of successes and challenges in the area of implementing a formal registered apprenticeship track. The six participating YB grantees include: Michigan Works! YouthBuild, Benton Harbor, MI; Cobb County YouthBuild, Marietta, GA; Operations Excel YouthBuild, St. Louis, MO; YouthBuild JAS, Cambridge, MA; Lancaster YouthBuild, Lancaster, SC; and YouthBuild Boston, Roxbury, MA.
